构造新疆外向型经济增长极的思考──清水河-霍尔果斯口岸经济特区构想

STRUCTURE EXPORT-ORIENTED GROWTH POLE OF XINJIANG──IDEA OF QINGSHUIHE-HORGOS PORT SPECIAL ECONOMY ZONE

经济增长极是区域经济发展的重心，而“三角增长极”是区域经济持续、稳定和协调发展的空间保证。构造新疆西部边境地区外向型经济增长极──口岸经济特区，可以填补新疆一级“三角增长极”的西部空白，完善我国二级“三角增长极”空间结构，对新疆经济和我国经济的持续、稳定和协调发展具有重要的现实意义和深远的历史意义。

Economic growth pole is the focus of regional economic development, and yet 'FriangularGrowth Pole' is the space guarantee of sustainable, stable and co-ordinated development of regional economy. The Yining city, the Qingshuihe town the Panfilov city (Kazakstan Repulic) are located at the wide Yili river valley. The places that are richly endowed by nature have more advantage in intelligence, fund and technology than the other perlphery regions, and they have the possibility to become the growth triangular of the border area between China and Kazakstan. In addition, the Qingshuihe town has the two geographical advantages, traffic centre and frontier town, and is an ideal position for cultivating export-oriented growth pole. 'Triangular Growth Pole' structures the export-oriented growth pole at western border regions of Xinjiang port special economy zone, which may fill in the gaps in the first-degree 'Trlangular Growth Pole' of western part of Xinjiang, and improves the space structure of the second-degree 'Triangular Growth Pole' of China, it will have an important practical and historic significance for the sustainable, stable and co-ordinated development of Xinjiang and national economy ofChina.
