我国水土保持生态补偿类型划分及机制研究

Soil conservation ecological compensation in China:types division and mechanism study

我国水土流失十分严重,防治任务非常艰巨,建立和完善水土保持生态补偿机制,对加快水土流失治理进程,推动生态文明建设、实现经济社会可持续发展具有重要意义。在分析水土保持现状、总结国内外生态补偿成功经验的基础上,依据水土流失特点和水土保持相关群体的利益关系,划分了水土保持生态补偿类型,界定了补偿的责任主体和对象,研究了补偿标准的测算方法,分析了实现途径并提出了制度安排和政策法律建议。

Soil erosion is serious and erosion control is arduous task in China. It is of great meaning of establishing and improving soil conservation ecological compensation mechanism, speeding up the process of erosion control and promoting ecological civilization and realization of sustainable development of economy and society. Types of soil conservation ecological compensation is defined and main bodies responsible for compensation are clarified according to the feature of soil erosion and relationship of interests of stakeholders related to soil and water conservation, on the basis of evaluating current condition of soil and water conservation and summary of successful experience of ecological compensation both home and abroad. Estimation method of compensation standard is studied. Suggestions for system arrangement and policies and laws are proposed.
