多元利益共赢方法论:和谐社会中利益协调的解决之道

All-win Methodology for Multiplex Interest:A Solution to Interest Coordination in Harmonious Society

在我国政策制定中,多元利益的表达和参与已取得长足进展,但由于缺乏有效的利益协调与共赢机制,在利益表达和参与之后,各方意见往往难以协调和收敛,有时反而激化矛盾。问题很大程度上归因于缺乏一套系统的、可操作的、适合中国国情的多元利益协调与共赢的理论与方法。本文提出了指导多元利益协调共赢的方法论框架,包括多元利益的"博弈-协商"共赢过程、利益共赢的若干模式、支撑性的方法和技术,讨论了方法论的构建思路以及可以利用的相关理论和方法。

Interest expression and public participation have made remarkable progress in policy making in China. However, because of the lacking of effective interest coordination and all - win mechanism, positions and viewpoints of participants often became farther rather than closer. Many participants become angry after participation. The reason is attributed to the absence of a systematic, operational theory and methods for multiplex interest all -win in Chinese context. The paper proposes a frame work for the all- win methodology, consisting of ＂adversarial gaming- negotiating＂ process, all -win patterns, supporting methods and techniques. The ideas for methodology building are discussed and relevant theories and methods which can be used for reference are introduced.
