地方政府创新实践的广泛兴起及其引发的地方治理模式变迁,是政府转型与民主政治发展双重历史主题在政府角色及其行为模式演变上的反映,有着中国本土的特殊发生机理。这种创新实践适应了中国民主政治发展和政治—行政体制改革微观先行的政治逻辑,反映了地方政府作为国家政治意志的代理人和地方公共事务治理主体,将体制内资源和体制外资源、传统控制机制与现代治理技术有机整合在一起,努力提升公共事务治理的有效性,缓解传统治理模式危机的努力。

The wide arising of local government＇ s innovation practice and its initiated model transformation of local governance are the reflections of the dual historical themes of government transformation and development of democratic politics on the evolvement of government role and its action logic, which has its special operation mechanism with Chinese character. This kind of innovation practice has adapted to the political logic of China＇ s development of democratic politics and micro - procession between the reforms of political system and administrative system, and showed that the local government, as the agent of state political will and the governance body of local public affairs, has organically integrated the resources of in - system into out- system, traditional control mechanism into modem government technology, and tried to enhance the effectiveness of governance of public affairs and relieved the crisis in governance of traditional mode.
