中美利益集团对公共权力监督的比较分析

A Comparative Analysis of Interest Groups Monitoring Public Power in China and in the United States

本文对中美利益集团对公共权力的监督进行了比较,并总结了美国利益集团对公共权力监督的主要经验。作者认为,利益集团对公共权力的监督对完善公共权力监督体系具有重要意义,完善制度体系建设是利益集团实现对公共权力监督的必要条件,公民社会的发展与公民文化的塑造对利益集团监督公共权力具有积极地推动作用。

The supervision of public power by interest groups, a kind of relatively independent social organization, is an important form of social supervision and an institutional arrangement of citizen＇s participation in government and citizen＇s supervision over public power, and it is a driving force of scientific and democratic decision-making. With a comparison of interest groups monitoring public power in China and in the United States, and summarizing the main experiences of interest groups in the United States, this paper holds that the supervision over public power by interest groups is of an important significance for improving the supervision system of public power. Improving the system construction is a prerequisite for the supervision over public power by interest groups and the development of civil society and the edification of civic culture play a positive role in promoting the supervision over public power by interest groups.
