图书馆地震灾害应急预案建立研究

Study on Establishing Library Earthquake Disaster Emergency Preplan

认为地震灾害对图书馆有特殊的破坏作用,为降低图书馆内在的安全隐患,更好地进行危机管理,图书馆应建立地震灾害应急预案。建立预案的目的,一是尽量减少地震灾害带来的直接灾害;二是预防可能发生的次生灾害。应急预案制定的第一原则是生命高于一切,重要任务是保护本馆馆藏文献,并要制定长期的图书馆地震灾害预防预报预警机制。最后以哈佛大学图书馆应急反应手册为例进行实证研究。

Earthquake disaster has destructive effect on libraries. The paper discusses that libraries should establish emergency preplan to reduce the potential safety hazard of library and do crisis management. Reducing direct disasters and preventing secondary disaster are two purposes of establishing Library Earthquake Disaster Emergency Preplan. In order to achieve that, the preplan should include that the first principle is the life is the foremost; protecting collection is an important mission ; making long term library forecast and early-warning mechanism. Then the paper takes Harvard Library Emergency Preparedness Plan as an example to do empirical research.
