Analysis of the Entrusted Construction Development

近年来,随着市场的发展,地方政府在改革政府投资项目建设的实施中开始采用了一种新模式——代建制。文章以代建单位的组建和选择模式为出发点,分析了代建制近年来在其发展过程中所出现的弊病,并以此提出了对策,以求充分发挥其社会化、职业化、商业化的优势,给项目建设带来益处。

Recently, as the market developing, the local governments employ a new mechanism which is entrusted construction in the implementation of the reform of government investment projects. The article starts with the formation and selection model of the entrusting construction unit, and analyses the drawbacks which the entrusted construction owns in its development. It also proposes some countermeasures in accordance with the analysis so that the entrusted construction can play its advantages about socialization, professionalization and commercialization fully, and give the benefit to the project construction.
