International Bidding and Participation of Stakeholder to Engineering Management

国际工程招标是跨学科的系统工程。根据多年的国际工程招标以及中标后管理经验,阐述了外资工程建设贷款主体、通用国际竞争性招标程序、开工前的评估和投资决策、工程招标文件和评标报告的审查、国际组织专家、工程项目过程监督等国际招标与贷款方政策,总结了水电工程项目利用的外资经验,为面对日益激烈的参与国际竞争的工程企业和管理方妥善利用外资、加强工程管理等方面的工作提供了参考。

International Project Bids is a cross-disciplinary systematic engineering. According to international project bids and management experience after getting the bid of several years, this paper discussed stakeholder of foreign project construction,general international competitive bidding procedure, estimation and investment policy before the operation, investigation of project bidding documents and selecting report, international organization experts, procedure supervision of the projects,and summarized experience of exploiting foreign capital in hydropower Engineering Construction,and provided reference for engineering enterprises and management part to participating in international competition.
