我国财政公共卫生支出政府间负担结构分析

Analysis of Burden Structure of Fiscal Expenditure of Public Health Among Governments at all Levels in China

文章介绍了我国目前公共卫生支出在各级政府间的负担结构,通过与部分国家的比较,发现了我国财政公共卫生支出在各级政府间负担结构的不合理。造成财政公共卫生支出在各级政府间负担结构不合理的体制原因有公共卫生事权划分模糊不清、公共卫生财政拨款体制的不完善以及公共卫生财政转移支付制度存在缺陷。最后提出了相应的政策建议。

Introducing the burden structure of fiscal expenditure of public health among governments at all levels at present in China and finding the unreasonable burden structure of it by comparing to some other countries. The reasons why the burden structure of fiscal expenditure of public health among governments include the division of authorities of public health is not clear, the system of financial allocation on public health is imperfect and the transfer payment system of public health has defects. At last, corresponding policy advice is given.
