湖南省城市社区公共卫生服务成本测算与经费保障机制探讨

Discuss of Cost Estimation and Financial Security Mechanism in Community Public Health Service in Hunan Province

科学测算城市社区公共卫生成本,建立有效的经费保障机制,是促进公共卫生服务均等化的必要条件。文章对湖南省城市社区卫生服务中心公共卫生服务费用支出的实际状况进行调研,以实际开展公共卫生服务计算了物化成本和人力成本,在此基础上测算了有关规定额定的城市社区公共卫生服务项目所需要的成本即补偿标准;文章认为加大财政投入、实行双向补偿方式以及完善公共卫生人员绩效考核,是完善社区公共卫生服务经费保障机制的必由之路。

To promote equality of public health services, it is essential that we scientifically estimate the cost of public health in urban communities and establish an effective finanical mechanism.This article studied on the the actual expenditure for the public health services in Community Health Centers in the each city of Hunan Province. The resources and labour cost was calculated when the public health services were put into practice. Based on this fact, the compensation standard was estimated in some service items. In a conclusion, It is necessary to increase the financial input,implement two-way compensation and pefect the staff assessment mechanism to ensure the integrity of the finanical mechanism in the community heahh services.
