对医药卫生体制改革背景下公立医院生存发展思考

Thinking Survival and Developing of Public Hospital Fall in Background of Deepening Medical Reform

公立医院的改革是我国整个医疗体制改革的突破口,成效关乎医改成败。面对医药卫生体制改革(以下简称"新医改")背景下的挑战,公立医院既有政策倾斜、优势的医疗资源、强大的科研能力等优势,又存在着治理结构不健全、经费补偿体系不合理、体制复杂等不利因素。为了突破困境,在新医改背景下求得生存与发展,公立医院应当选择明确定位、改革发展方式、创新医疗付费制度、提高医院的管理水平等路径。

Reformation of the public hospital is breach of entire medical treatment institutional reform. Its success or failure is deciding the success or failure reforming. Face the challenge that deepening medical reform, public hospital now that have advantages of policy support, predominant medical treatment resource and big and powerful scientific research ability, existing g unfavourable factors such as not clear property right, unreasonable back-off system of funds, complicated system, etc. For breaking difficult position, asking for survival and development, the public hospital ought to choose these route that make the system fixing position, reform developing way, innovate medical treatment paying, improve the hospital control level.
