电力工业部成立以来的５年，是水电发展取得辉煌成就的时期，但也还存在不少问题和困难。随着政企分开的机构改革，水电发展面临着机遇和挑战。今后，要认真研究电力市场，不断优化水电结构；树立市场经济意识，适应投融资体制深化改革的需要，转变经营观念，树立效益第一的意识；努力培育有竞争力的开发主体，促进项目开发；要进一步理顺关系，加强管理，规范市场行为，努力提高水电建设水平。

Since the establishment of the Ministry of Power Industry for 5 years, it is the period that the hydropower development has gained the brilliant achievement but also has many problems and difficulties. With the progress of organization reform and the separation of government administration and enterprises management, the development of hydropower faces its opportunity and challenge. From now on, we should seriously study on the market of electric power and continuously optimize the hydropower structure, and we should foster the consciousness of market economy in order to meet the needs of the deepening reform of investment and financing system,and should transform the sense of operation and management to set up the concept of ranking the benefit as the first. We should make great efforts to cultivate the main competitive development body in order to promote the development of the project. We should further strengthen the management, standardize the market action and enhance the level of hydropower construction.
