摘要
钻井事故大都具有突发性强、复杂多变等特点,为了提高油田企业应对和防范钻井事故风险和事故灾难的能力,最大限度的减少事故灾难造成的人员伤亡和财产损失,建立健全油田企业生产安全事故应急管理体系以及应急救援预案的编制就显得尤为重要。对钻井事故灾难应急救援预案的编制原则、体系框架及文件要素进行了介绍,并进一步详细阐述了预案的编制步骤。
Drilling accidents are mostly characterized by the strong suddenness, complexity and variability. In order to improve oilfield enterprises＇ ability of preventing and treating the risk and disaster of drilling accidents and reduce the casualties and property loss of accidents to a bare minimum, it is very important for oilfield enterprises to establish and perfect the emergency management system and work out an emergency rescue preplan for production accidents. In this paper, an introduction is given to the principle, system frame and file elements of drawing up the emergency rescue preplans for drilling accidents. Then, the further explanation is presented to the steps of preplan establishment.
