Through statement about the commercial and human rights attribute of residence, the paper raises the problems of residence to the level of living rights and human rights, it studies factors that affect housing requirement and housing supplying of low-incoming people, it also proposes that government maintains the responsibility and duty to assure the residence of city low-incoming people.
