政府与社会具有不同的功能定位和内在规定性,两者之间的关系决定了政府创新的内容。政府职能的膨胀、收缩与合理化,与社会功能的萎缩、跟进发展的过程说明了政府与社会之间功能上的彼此消长是政府创新的内在原因;而政府创新的关键就是要寻求政府职能和社会功能的良好契合。
