道路交通安全风险预警与应急管理机制研究 被引量：11

摘要 道路交通事故已经成为全球性的社会危害。20世纪全球约有3000万人死于道路交通事故，远远高于第～次世界大战的死亡人数1700万，被称为“无休止的战争”。2004年世界卫生组织指出，全球道路交通事故每年造成近120万人死亡，5000多万人受伤，导致低收入国家、中等收入国家和高收入国家社会经济损失分别占国民生产总值（GNP）1％、1．5％和2％；如果不进一步采取安全措施的话，预计2000～2020年，全球交通事故伤亡总数将上升约65％，
