沿海部分地区应发展欠发展成因分析

On Causes of Underdevelopment in Some of the Coastal Areas

沿海地区应发展欠发展的原因甚多,本文从区域发展经济学的相关理论出发,实证分析了沿海地区应发展欠发展五个方面的大致成因。即:区位悖论与边缘化的发展环境;报酬递减与经济活动的空间离散;文化缺失与短期化的发展行为动机;制度变迁滞后与组织活动的低效率;能力创新弱化与区域发展活力不足。

From the theoritical piont of view,there are mainly five reasons which led to ＂undeveloped that should be developed＂ in the partial coastal regions： firstly, the ＂position paradox＂ and marginalization of the enviroment of development; secondly, the diminishing returns and regional and spatial dispersion of ecnomic activities; thirdly, cultural deficiency caused by short -sighted behavior and motivation in development; Fourthly, the hampering of the out_dated policy and institute and the low efficiency of organization activities; fifthly, the ＂weaking of the ability to innovate＂and the lack of regional development vitality.
