寄料模式:市场经济条件下警外社会治安资源的发掘与重组——对一个农村派出所的调研报告

河南农村社区现存的传统警务模式与市场经济的社会发展之间存在矛盾与冲突。寄料派出所独创的适合市场经济特点的警务工作体制,具体表现在五个方面,即建立民事债务担保与转偿制度、现代保辜制度、经济纠纷分流制度、民间"义务指导员"制度和犯罪经济学教育制度。寄料模式中蕴含的创新精神,应该成为我省公安机关学习的典型。

There are conflict between the traditional police system and the market economic society in the countryside community of Henan province. The original police working system created by Jiliao police station has five aspects： civil security system; modern baogu system; economic dispute separation system; civil ＂obligation instructor ＂ system and educational system of criminal economy.The innovational spirit contained in Jiliao pattern should be learned by the other police stations of Henan province.
