制约高校数字图书馆建设的主要因素及对策

The Major Factors to Restrict the Building of Universities Digital Library and the Countermeasures

经费投入不足,学科馆员和信息技术馆员不足,图书馆员积极性不高以及现行著作权法律制度的约束,是目前制约高校数字图书馆建设的主要因素。文章提出了一些加快和改进高校数字图书馆建设的具体建议。

Lack of funds, insufficiency of librarians who are familiar with subject and information technology, the librarians＇ enthusiasm is not high, and the restriction of existing legal system of copyright, are the major factors that constrict university building up the digital library. This paper puts forward to some specific recommendations to speed up and improve the building of University Digital Library.
