应急物资储备的社会化研究

Research on Reserve Socialization of Emergency Supplies

针对当前应急物资储备体系存在的不足,提出了应急物资储备社会化即充分利用企业的储备力量,将企业库存物资和在用设备等纳入应急物资储备体系的构想;给出了储备企业和在用物资选择条件、储备方式运作流程等;并基于企业库存储备,提出了企业应急辐射区的概念,建立了企业应急物资储备库存模型。

Aiming at limitation existing in the current reserve system of emergency supplies, the paper proposes a concept of socialization of the emergency supplies reserves, which means to bring the stock and available equipment of social enterprises in to a reserve system of the emergency supplies, provides the choice conditions of reserve enterprises and given supplies and operation process of reserve modes, etc. Based on the enterprise stock, it proposes the concept of enterprise emergency radiation range and establishes an inventory model for enterprise emergency supplies reserves.
