土地承包资格与农村户籍的关联诱致"非转农"的拉力;城市资本和生产技术反哺农业,机会成本产生了"非转农"的推力,因此,农村户籍的经济价值相对在提高,城市户籍的社会价值相对在贬值,建立国际通行的户口登记制度,积极调整户口迁移政策,以落户条件取代计划指标,才能促进城乡经济的协调发展。
