欠发达地区经济社会相对落后,要实现跨越式发展,必须以资源优势为依托,以产业结构升级换代为契机,坚持以人为本、全面、协调、可持续的科学发展观,才可能在日益激烈的区域竞争中缩小与发达地区的差距。
Social and economic development tends to be at a lower level in underdeveloped areas. It is assumed that resources should be better utilized in order to facilitate scientific development and narrow the gap between these areas and developed districts.
