中英风景名胜区/国家公园自然旅游规划管治模式比较——以中国九寨沟国家级风景名胜区和英国New Forest(NF)国家公园为例

Comparison of Natural Tourism Planning Administration Modes between Chinese Famous Scenic Sites and British National Parks——Taking Chinese Jiuzhaigou Valley Famous Scenic Sites and British New Forest National Park as Examples

介绍了中英两国国家公园规划管治体系的基本组织机构、要求和层次。分别对2个案例地——中国九寨沟国家级风景名胜区和英国New Forest国家公园的旅游规划管治背景、现状及内容体系进行了比较分析,总结了中英两国国家公园自然旅游规划管治模式的差异、特征,并进行了原因解析。最后基于比较分析的研究结论提出了英国国家公园管理对我国风景区旅游规划管理的若干启发和措施建议。

The historical development of national parks, their characteristics and purposes worldwide are discussed in this paper, and the planning and governing systems of Chinese and British national parks are introduced. By comparing the background, current development and details of planning and governing in two case study areas, Jiuzhaigou Valley Famous Scenic Sites in China, and New Forest National Park in the UK, the differences and characteristics of tourism planning and governing between the two countries are summarized, and reasons of these differences are analyzed. Based on the comparison, some suggestions are given to the development of Chinese scenic spot in terms of tourism planning and governing.
