Construction and operation of backup communication system in Sichuan Electric Power Dispatching Center

电力调度控制中心是保证电网安全、稳定运行的重要组成部分。为了预防重大事故、自然灾害等突发事件对电力调度的影响,保障电力生产、调度指挥的不间断,提高电网的防灾减灾能力,省级及以上电力调度控制中心需要建设备用调度控制中心。文章分析了备调建设的总体要求,介绍了四川汶川"5.12"大地震后,四川电力调度备调通信系统的建设方案,并针对备调通信系统的运行维护提出了几点建议。

Power dispatching center plays an important role for the security and stability of the power grid. In order to prevent the impacts from major accidents, natural disasters and other emergencies on power grid, a provincial backup dispatching center need to be set up to guarantee the uninterruped power dispatching and production. This article analyzes the requirement of backup system, introduces the reconstruction plan of Sichuan power dispatching and communication system after Wenchun earthquake. Some suggestions on the operation of backup communication system are also made in the paper.
