摘要
耕地保护的合理空间安排已成为新一轮土地利用总体规划研究的热点之一。论文以河北省卢龙县为例构建了耕地保护级别评价指标体系,采用熵权法确定指标权重,应用加权综合评价法对卢龙县耕地资源保护级别进行了评价。将卢龙县耕地资源划分为三个保护级别:一级地主要分布于卢龙镇、燕河镇、石门镇等粮食主产区,该区土质较好,粮食产量高,投入水平较高,面积为19906.27 hm2;二级地主要分布在潘庄镇、印庄乡、双望镇、刘田各庄乡,该区域各项指标中等,面积为15475.61 hm2;三级地在各乡镇均有分布,面积为5500.33 hm2。评价结果表明,该种方法科学、合理,符合实际状况。耕地资源保护级别评定研究拓宽了基本农田保护区划定的思路,为土地利用分区在土地利用总体规划中的空间落实及土地用途管制提供了依据。
The reasonable spatial arrangement of cultivated land protection has been one of the research focuses on the new comprehensive land use planning.Taking Lulong County as an example,this paper built evaluation index system of the grade of cultivated land protection,defined the index weight using entropy weight method,evaluated the grade of cultivated land protection using weighted comprehensive evaluation method in Lulong county.The cultivated land resources were divided into three grades.The land of the first grade was distributed mainly in Lulong,Yanhe,Shimen and so on,where were the main grain producing areas.In these areas,the soil was better,the grain yield and the input level were higher with an average of about 19906.27ha.The land of the second grade was distributed mainly in Panzhuang,Yinzhuang,Shuangwang and Liutiangezhuang,and each index in these areas was moderate with an average of about 15475.61ha.The land of the third grade was distributed in every township with an average of about 5500.33ha.Evaluation results show that the method is scientific,proper and accords with the actual conditions.The grade evaluation of cultivated land protection broadens the way of dividing basic farmland conservation area,and provides a basis for the spatial implementation of land-use division in general land use planning and the land use control.
