This paper points out that as an important support to the national innovation system, libraries play the role of management and dissemination of information and knowledge. The application and management of digital library together with the improvement of its core competitiveness have become an indispensable and decisive factor for national cultural soft power. Furthermore, this paper puts up that the basis, key and guarantee for building the core competitiveness of digital libraries are the construction and integration of information resources, the efficient information service and reasonable functioning mechanism respectively.
