Construction of high-skilled talents should focus on the following aspects： innovating talent-training mechanism and smoothing training channel, increasing training investment to guarantee the need of sustainable training, establishing and improving development and use mechanism on high-skilled talents to play their creativeness, setting up incentive mechanism on high-skilled talents to take their important role, creating perfect working, learning and living environment to aspire their innovation energy.
