中国农民专业合作经济组织变迁的回顾与启示

Review and Enlightenment on Changes of Farmers' Economy Organization for Professional Cooperation in China

在对农村实施家庭承包责任制以来我国农民专业合作经济组织的产生背景和变迁进行回顾的基础上,将其发展历程划分为萌芽、自我发展与逐步深化和规范等3个阶段,并对不同发展阶段的主要影响因素进行了探讨,最后得出有助于农民专业合作经济组织未来发展的3点重要启示:(1)遵循"自愿、民主"原则,尊重农民的主体地位;(2)改善政府行为,加强政府的适度引导和扶持;(3)紧密结合农业产业化经营和现代农业实践。

The issue divides the developing course of farmers＇ economy organization for professional cooperation from rural household contract responsibility system in China into 3 phases which includes stages in germination, self-development, deepening and criterion, based on reviewing its background and changes, at the same time, the major factors influencing on the different developing phases are discussed. Finally, three important enlightenments which contribute to the future development of farmers＇ economy organization for professional cooperation is put forward： （ 1 ） to follow the ＂voluntary and democratic＂ principle and respect for the dominant position of farmers; （2） to improve the government＇s actions to strengthen the government＇s moderate guidance and support; （3） in close connection with the industrialization of agriculture and modem agricultural practices.
