Comparing services sector in Jinan with other cities, from four aspects of strengths, weak-nesses, opportunities and challenges （ SWOT analysis） to analyze the development of modem service industry, it is recommended the following measures should be taken in Jinan to speed up the modern service industry development： gathering personnel; opening the market of modem service industry; optimizing services, establishing coordination mechanisms, to further strengthen the integrated coordination on the work of the city＇ s modern service industry; to formulate preferential policies.
