On the basis of analyzing objective environment of rural homestead replacing town apartment and views of some specialists, the paper summarizes practical explorations and characteristics of the reform, points out that human being should be put in first place, priority should be given to farmer interest, typical examples should be established, operating mechanism should be improved, emphasis should be given to employment and social security after rural homestead replacing town apartment, farmers and governments should be benefited from the reform, so that urbanization and integrated process of and urban and rural economy and society can be promoted.
