我国社会保障公共服务效率评价研究——基于数据包络分析方法

Efficiency Evaluation of the Social Security Public Services in China——A Study Based on DEA Model

文章采用非参数DEA-M almqu ist指数方法对全国31个省(市)2003-2007年间社会保障公共服务效率进行评价。结果表明,虽然我国财政支出用于社会保障方面的资金逐年增加,但是社会保障资金运行效率却没有得到相应的改善;从2005年至今,社会保障资金运行效率逐年下降,总体处于较低的水平。同时,各省(市)社会保障公共服务效率在不同年份间波动较大,而且没有像区域经济发展一样表现出"东-中-西"逐渐下降的特征。通过将全要素生产率进行分解,发现社会保障公共服务效率的下降主要源自科技进步和纯技术效率的负增长。最后对影响社会保障公共服务效率的相关因素进行了计量研究。

In this article, we adopt a non-parametric DEA-Malmquist method to evaluate the efficiency of the public services of social security about 31 provinces from 2003 -2007 in China. The result indicates that though fiscal expenditure on social security has been increasing year by year, the operating efficiency of social security funds is not improved yet. According to the empirical analysis , the operating efficiency of social security fund is at low level and decreased from 2005. Besides, different provinces on the operating efficiency of social security fund are volatile and unstable. The operating efficiency of social security funds are not in accordance with economy development which is known as ＂east-middle-west＂. By analysis of the three parts of technological progress, we know that the main reasons for decline of public service efficiency are the decline of technology efficiency and pure technological change. In conclusion, the article analyzes the impact factor of public service efficiency of the social security.
