市场经济视野下的“价格双轨”与“双轨合一”

"价格双轨"背离市场经济和价值规律,造成了国民收入流失,造成了商品和资金流动的梗塞,成为破坏社会主义经济秩序的祸根。实行"价格双轨制"提供了腐败的温床,反映了双重经济运行机制和双重经济管理体制的交错并行及其弊端,使改革付出了巨大的成本。坚持"双轨合一"的市场导向改革,符合我国经济体制改革的实情,渐进地完成市场化的转轨重任。新世纪新阶段从市场经济的角度回顾我国价格改革历程中"价格双轨"与"双轨合一",对控制价格不合理波动和深化价格改革都具有重要的意义。

Doubletrack price system deviated from the law of market economy and the law of value, resulted in the loss of national income, blocked goods and money flows, became the curse harming socialist market economy order, and provided a hotbed for corruption. It is the result, and the symbol of deficiency as well, of double eco- nomic operating and administrating mechanisms paralleling and intervening with each other, from which Chinese reform suffered a lot. Adhering to market oriented doubletrack-in-one price system tallies with the specific conditions of Chinese economic reform, and, therefore, can gradually lead Chinese economy achieve transitional mission of marketization. In new stage and new century, it is of great significance for us to recall, from the perspective of market economy, doubletrack price system and doubletrack-in-one price system, which appeared in Chinese price reform history. It is beneficial to both of unreasonable price fluctuation control and further price reform.
