摘要
上世纪90年代是美国开端计划从规模发展向质量建设的转型时期。本文通过对美国开端计划上世纪90年代三次修正案的解读,阐述了法案在质量基金、员工资质、质量标准和质量监督与评估等方面的规定,分析了开端计划支持保障体系的主要框架,揭示了开端计划质量标准体系和监督评价体系的基本内涵,以期对我国学前教育立法及学前教育质量的提高提供有益的借鉴。
Head Start has always attached great importance to the role of the legislation in improving its quality. By analyzing the contents of Head Start Act Amendments of 1990's, it's clear that the identified, detailed and practical provisions of quality fund, standards, supervision and staff qualifications in these amendments has promoted the formation of supporting system, quality standard system and monitorassessment system. This can provide a meaningful reference in perfecting our legislation of preschool education and improving the quality of preschool education for poor children.
