摘要 阐述了中国石化H S E监督管理系统的设计思想和总体目标,介绍了系统的架构和主要功能,分析了系统的主要技术特点。软件开发采用软件体系结构技术,网络结构为浏览器和服务器模式,以ORACLE为数据库服务器,使用Vs.Net2005为编程语言。系统实现了中国石化总部和下属企业HSE日常管理的主要业务,使各级领导和相关部门动态了解企业HSE管理现状。它的建立和运行,将会提高中国石化HSE绩效和管理水平,减少事故的发生,使中国石化HSE管理更加科学化、系统化、规范化、制度化。 The design ideas and overall goal of SINOPEC HSE management system are stated. The framework and main functions of the system are introduced. The technical features of the system are analyzed. Technology of software architecture is utilized in software development of the system. The network structure is Browser/Server. The database is ORACLE. Vs. Net2005 is utilized for the system programming. The main businesses of per day HSE management for SINOPEC headquarters and the enterprises are realized by the system. Actual states of the enterprises HSE management are understood by different level leaders and related departments. The results and level for SINOPEC HSE management are improved, and accidents are decreased by the establishment and operation of this system, thus enabling HSE management to have more scientization, systematization, standardization and institutionalization.
