摘要
水电十四局在近十年来,学习和推行项目法施工管理,取得了成功。从80年代在鲁布革模仿国外经验起,经过十年的努力摸索形成具有中国特色的广蓄、小浪底、三峡项目法施工管理模式。为了适应市场发展的需要,在工程投标中、由组建松散型的联营体到紧密型联营体联合参加投标。这中间经过了艰苦的探索,取得了宝贵的经验并做到了能与国际接轨,参与国际竞争。在推行项目法施工管理的同时,注意管理层的不断改革,注意管理干部的培训和选拔,重视合同的管理和索赔,在经济分配上有意识地向项目点倾斜。
Since last 10 years China water Resources and Hydropower No.14 Construction Bureau has succeeded in learning and spreading the project-based construction management method. By introducing the foreign experience in the construction of the Lubuge Hydropower Project in 1980s, a construction management model with Chinese characteristics has been established for the Guangzhou Pumped-storage Hydropower Plant, the Xiaolangdi Hydropower Project and the Three Gorges Hydropower Project through 10years'effort and hardworking in China.In order to meet the requirements for market developmemt usually a wellmanaged joint venture rather than a loosely organized joint venture is formed to enter a bid. Now we have established a proper management system on the basis of the international practice and are able to participate in international competition using the valuable experience gained through arduous study and hardworking. In implementation of the project_based construction management we have attached great importance to uninterrupted institutional reforms, training, contract management and claims, and given more preference to the personnel involved directly in construction of a project in terms of economic benefits.
