上海电网节能减排的策略与实践

节能减排是"十一五"规划明确提出的约束性指标,电力工业是节能减排的重点行业。回顾了"十一五"规划提出"节能减排"目标后,一系列相关政策和方案的相继出台;分析了上大压小、节能发电调度、发电量置换等各种以节能减排为目标的策略和措施,对上海电网的发电、输电和用电环节在节能减排中的具体实践经验进行回顾和总结。

Energy-saving and emission-reduction are the requirements explicitly proposed in the ＂11th Five-Year＂ Plan, while the electric power industry is categorized as one of the key concerned industries. The series policies and schemes established according to the energy-saving and emission-reduction objectives in the Plan were reviewed, and related measures such as setting up large, units and shutting down small ones, energy-saving generation dispatch, and electricity exchange were analyzed. Energy-saving and emission-reduction experience of Shanghai Power Grid in its power generation, transmission, and consumption links was summarized.
