城市移民的发展相应带来教育需求问题,而其中教育成本的支付存在很大的争议。美国20世纪80年代由国会颁布的《移民教育紧急法案》就是应对当时国内出现的教育公平需求问题,法案提出由国家承担部分额外开支以支持教育发展中的弱势群体,这在很大程度上推动了美国教育公平与均衡化发展。

With the increasing of city immigrants,the desire of education appears and the quarrel among the payment of the cost exists. In the1980s, the Emergency Immigrant Education Act （EIEA） was set up by the America Congress to deal with the requiring of educational fairness. Part of the extra expenditure was paid by the government to guarantee the protection of weak group in the society, which has promoted the educational fairness and equipoise in America greatly.
