摘要
日本的国立大学原本拥有较大的学术自主权,而法人化改革的主旨是政府下放经营权给国立大学法人,并以竞争机制激励其自主经营。改革中,通过立法明确了国立大学法人的经营职责,引入"企业化"经营模式,确立法人代表负责制,形成一种全新的经营体制。日本国立大学法人化是政府主导的,以第三方评价和竞争性资源配置为调控手段,以提高大学活力、效益和质量为目标的重大改革,对我国的世界一流大学建设不乏借鉴意义。
Japan's national university has the power of academic autonomy. The objective of legal personalization reform is to devolve the operation power from government to legal person of university,as well as to stimuhte competition and independent management among national universities. With the "enterprise" business model introduced, and the responsibility institution of legal person established, a new operating system has been formed. The legal personalization reform of Japanese national university is a kind of government-led, third party evaluated reform, competitive allocation of resources is used in the reform as a means to enhance the university's vitality,efticiency and quality. This major reform in Japan can offer reference for us to develop our worldwide first class universities in China.
