基于土地流转新政策的乡村旅游发展研究

Study on Rural Tourism Development in the New Policy of Land Transference

中国土地改革发展经历了3次较大的改革,新时期农村土地流转的新政策是农村经济发展的必然趋势。采用最常用的SWOT分析法分析了土地流转新政策对乡村旅游发展的影响,带来的最大契机是乡村旅游的规模化和乡村旅游资源的资本化,但其中也带来不少问题和挑战,主要表现在忽视保障农民利益和缺乏保护乡村景观。因此在新形势下乡村旅游发展战略实施的着力点应当从以下几个方面着手:①发挥政府职能;②加强乡村旅游用地的管理;③统筹规划;④维护农民权益;⑤保护与再造乡村旅游景观。这不但能促进乡村旅游的产业化发展,而且能推动城乡一体化的发展。

SWOT analytical method was adopted to express the influence of the new policy. The new opportunity for rural tourism development was brought by new policy of land transference, and there were the scale of rural tourism and the capitalization of rural tourism resource, however, there were many problems and challenges which displayed in neglecting safeguard of farmers＇ interest and lacking protection of rural landscape. Enhance, the measures for rural tourism development strategy were explored as followed. To begin with, it should give full play to government function. Secondly, it must strengthen management of rural tourism land. Thirdly,it was overall planning. In addition, it was necessary to protect farmers＇ interests. And finally, it was protecting and reconstructing the rural tourism landscape. It not only promoted the industrializition development of rural tourism, but also improved the development of urban-rural integration.
