摘要
随着长沙、株洲、湘潭一体化的不断发展,长株潭城市群各级地方政府所面临的"区域性公共问题"日益凸现,而长株潭经济一体化也还存在制度性障碍,这都制约着长株潭区域一体化的有序、协调和规范推进,需要各级地方政府协力解决。文章引入管治理论,分析了长株潭城市群建立区域管治体制的必要性,试图构建一个适合长株潭城市群区域性公共问题的管治体制,并就这一体制的实现提出了具体的实施路径。
With the continuous development of the integration of Changsha, Zhuzhou and Xiangtan, ＂regional problems＂are puzzled the local governments in Changsha-Zhuzhou-Xiangtan group city. And there are also institutional barriers in the integrations of Changsha,zhouzhu and xiangtan city groups which have restricted the order and normal process of regional integration.h needs kinds of stakeholders together to work out. This article introduces the theory of governance, analyses the necessity of building regional governace in Changsha, Zhuzhou and Xiangtan group city, and try to build a suitable governace system in group city of Changsha, Zhuzhou and Xiangtan. And finally put up the particular path on how to achieve the goverance system.
