认识西江洪水特点 总结抗洪抢险经验

Recognize the flood characteristic points of the Xijiangriver and sum up experience of the floodfighting

根据西江梧州近１０年发生的５次大洪水，简要分析洪水的天气成因、洪水分类及其影响因素，并总结了做好抗洪抢险工作的７条经验：依靠气象水文预报作决策；领导重视；落实行政首长责任制；各部门通力合作；搞好防洪工程建设；急难险任务主要依靠子弟兵；重视非工程防汛措施的作用。

According to the five big floods of Wuzhou city in recent 10 years,the author briefly analysed the weather cause , type and influence factors of the Xijiang river flood,and summed up seven experiences of the floodfighting:making policy decision relying on weather and hydrologic prediction; being thought highly by leaders; carrying out chief executive responsibility system;making a concerned effort of various departments;do well constrution of flood protection works;urgent, difficult and dangerous tasks mainly relying on the PLA to do;thinking highly the effect of nonengineering flood protection countermeasure.
