摘要
构建和谐和社会,并非今日开始,远在300年前,回族学者马注通过"革兰袋事件",痛定思痛,认为"革兰袋"之所以流毒云南,一度泛滥,在于回族大众愚昧无知,"贤少愚多,既不通儒(汉文化),又不遵经(伊斯兰教规),异端左道混杂其间,灭人伦之大典,坏朝廷之国法,将清真正道渐入邪途",于是针对回回大众现实,制定《约束教条》十条,由云南按察使司颁布各地,虽说在于"约束"个人行为,实际内容则是以"乡规民约"形式,在各地回族社区重建精神文明,树立良风美俗,形成优良历史传统,至今仍不失借鉴与参考作用。
The advocacy of constructing a harmonious society dose not mean that it was started more recently; but in stead it was put forward by the Hui scholar Ma Zhu after the "Gelandai Incident" happened three hundred years ago. According to Ma Zhu, the reason for occurrence of the incident was due to the Hui people' s literary ig- norance, lacking of education ( both in Chinese and Arabic) and failed to abide by the Islam doctrines. These eventually led to people's breaking of the state laws and violation of human' s will. Under such a situation, the Hui scholars drafted and issued principles named "Guiding Principles of the Religious Regulation". Although being principles to regulate local people's behaviour, they indeed acted as laws and regulations to guide people in construction of spiritual civilization and setting up of a good social morality. Till today, these principles are still useful for us later generations to draw lessons from.
