摘要
首先分析了农村饮水产业的准公共产品属性及其技术经济特征,然后对我国农村饮水产业主要业务类型进行了简单分析,针对农村饮水产业所具有的性质和特点,分析了农村饮水产业需要政府规制,并从进入及结构规制、水价规制、水安全规制、水服务质量规制、普遍服务规制、规制体制等几个方面阐述了农村饮水规制内容。
Firstly, the paper analysis quasi-public goods economic attributes and technical characteristics of the rural drinking water industry, and then analysis main type of rural drinking water industry, then, analyze necessity of government regulation for rural drinking water industry, lastly, elaborate regulation content of the rural drinking water regulations from the entry and the structure of regulation, water price regulation, water safety regulations, water service quality regulation, universal service regulation, the regulatory system.
