关于中国雨水集蓄利用发展前景的几点思考

面对水资源严重短缺和干旱程度愈演愈烈的不利局面,合理开发利用雨水资源成了水资源利用的一种重要形式。但如何才能实现天人合一、人水和谐,实现我国雨水集蓄利用的可持续性发展是值得思考的一个重要问题。在总结我国雨水集蓄利用发展基本国情的基础上,基于新时期我国贫困缺水地区的基本现状以及发展贫困缺水地区新农村水利建设面临的主要问题,探讨了加快发展雨水集蓄利用技术的思路,提出了我国雨水发展的前景和政策建议与保障措施,以望对国家相关政策的制定提供科学的依据。

Faced with serious water shortage and drought , to develop and utilize rainwater rationally has become an important way of using water resources. But how we can realize harmony between man and nature, harmony between people and water has become an important issue worthy of consideration. By summing up China＇s basic national conditions of rainwater harvesting based on the status quo of China＇s poverty and water shortage in the new era New ways to accelerate and develop rainwater harvesting are discussed; Chi- na＇s development prospects of rainwater and water policy are pointed out and providing scientific evidence for formulation of relevant national policies is looked forward to.
