欠发达地区农村土地承包经营权流转问题研究——以云南省曲靖市为例

农村土地流转是深化农村改革的重要内容,是推进农业规模化、集约化经营,提高农业经济效益的有效方式,是家庭承包经营制度的延伸和发展,是农村改革和农村经济社会发展的必然趋势。加快推进农村土地流转,对促进欠发达地区农村经济发展、加快城镇化、工业化进程意义十分重大。通过对云南省曲靖市农村土地流转情况的调查,从实证和理性的层面进一步阐释推进欠发达地区农村土地承包经营权流转的重要意义,分析面临的问题及制约因素,提出对策建议。

The circulation of the land in the rural area plays an important part in deepening the reform in the rural area; it is an effective approach to promoting the scaled and integrated operation of agriculture; it is the extension and development of the family - contracted operating system; and it is the tendency of the social reform and development in the rural area. Speeding the circulation of land in the rural area is of great importance to promote the economic development, fast the urbanization, and industrialization in the undeveloped rural area. The empirical and reasonable significance of the circulation of the operating rights of contracted land in the undeveloped rural area is to be fatherly interpreted through the investigation of the circulation of land in the rural area in Qujing.
