环境问题,自从二十世纪中叶以来,越来越引起人们的关注。欧洲联盟(EU)70年代以前的各项政策对环境问题涉及甚少;1973年欧盟出台了第一个环境行动计划(EAP)使相关政策初步形成;《单一欧洲法令》(SEA),使环境政策有了法律依据;《欧洲联盟条约》(TEU)使欧盟的环境政策不断地完善、成熟;面向21世纪,欧盟又提出了更为精确的环境保护政策以适应新时代的需要。综合论述欧盟环境政策的发展历程,纵向地直观再现欧盟环境政策的形成过程。

Since 1950s, people paid more and more attention on environmental problem. The EU＇s policy concerned less about environmental problem before 1970s, however, the EU introduced the first Environmental Action Plan in 1973, and that means the initial formation of relevant polieies. The Single European Act made the environmental policy legality. With the Treaty of European Union, the environmental policy became more and more perfect. Now in the 21 century, the EU introduced more advanced environmental policy in order to meet the need of new age. The article discuss the development of the EU＇s environmental policy, make clear how the policy formed.
