This paper presents the basic characteristics and the criteria of innovative talents set out by local engineering colleges.And expounds the necessity and importance of local engineering colleges to build a series of training mechanisms include following：the concept mechanism and policy mechanism,meaning mechanisms,environmental mechanisms,both moral and practical mechanisms and so on,moreover,points out the ways,methods and measures of implementation of each specific mechanisms.
