摘要
与以往研究不同,本文从微观个人角度来研究我国基本养老保险的地区差距。通过测算并比较一位有代表性的个体在全国不同地区参加基本养老保险所获得的内含报酬率和替代率,本文发现,在现行制度规定下,工资增长率高的地区,基本养老保险的内含报酬率和替代率都比较高;工资增长率对内含报酬率的影响大于社会统筹缴费率;延迟退休会降低内含报酬率,提高替代率,并且会加剧地区之间的不平等。最后,本文对如何缩小我国基本养老保险的地区差距提出了政策建议。
Different from previous studies, this paper investigates the regional gap of China's basic pension from micro-individual perspective. By calculating and comparing the internal return rate (IRR) and replacement rate (RR) of a representative individual who joins the basic pension system in different regions, this paper finds that under present policy, IRR and RR of basic pension would be relative high in these regions which have high wage growth rate; the impact of the wage growth rate on IRR would be bigger than the contribution rate of social pool; deferring retirement would reduce IRR, improve RR and aggravate the regional gap. In the end, this paper puts some suggestions about how to reduce the regional gap of China's basic pension.
