An Analysis of Impacts of the Current Investment Expansion on the Overall Price

本文首先阐述了中央实施扩大投资的主要背景及具体措施,并运用历史比较分析的方法,在对改革开放以来几次投资过热、1998—2002年应对亚洲金融危机扩大投资对价格总水平的影响进行深入剖析的基础上,从投资结构和基础产业产能状况、上游产品价格和下游产品市场供求比较、市场预期情况、国际市场价格影响等几个方面对此次扩大投资对价格总水平的影响进行了深入分析,并进一步指出当前更好地落实扩大投资政策必须密切关注的几个重大问题。最后,结合我国实际情况,从加强投资调控和引导、努力扩大居民消费、积极稳妥推进价格改革、加强价格监测预测预警和市场监管等几个方面提出政策建议。

This paper firstly expounds the main background and the specific measures of the central government carrying out investment expansion,and with the use of the historical comparative analysis method,analyzes the several impacts on the overall price,which are the several overheated investments since the reform and opening to the world,and the investment expansion in order to deal with the Asian financial crisis during the period of 1998—2002.Then,it makes a deep analysis of the influence of the investment expansion on the overall price from the investment structure and the basic industry production situation,the upstream products price and the downstream products market supply and demand,the market expectation,the influence of the world market price.Furthermore, in order to carry out the investment policy,some important problems should be paid much attention to.Finally,it puts forward some suggestions,including intensifying the investment control and guidance,expanding the residents consumption,carrying out the price reform and intensifying price monitoring and prediction.
