In a dispute over who would own and operate the Jilin steel maker Tonghua Iron & Steel Group (Tonggang),Chen Guojun,the newly appointed general manager,was beaten to death by Tonggang workers on July 24. Chen's death was an unexpected consequence of private-owned Jianlong's participation in the restructuring of the state-owned Tonggang,and the slaying was another embarrassment in the privatization of state-owned enterprises. Jianlong was established at the end of 1998,mainly depending on mergers and acquisitions to develop itself during the reorganization and privatization of SOEs.Since the year of 1979,when for the first time SOEs were given more autonomy over their internal affairs,they have been undergoing three decades of reform.It has been twenty years since the SOEs initiated restructuring, twelve years since the SOEs launched the second wave of reform,i.e.diversification of ownership and transformation into shareholding companies,and seven years since the SOEs entered a more substantial reform process.Why did this incident occur at a less critical moment,and to a private company that was experienced at SOEs restructuring? Our reporters went to Heilongjiang,Jilin,Liaoning,Hebei,Zhejiang,Sichuan to track the development road of Jianlong.Our finding was that the ten year history of Jianlong represented the ten year history of SOEs reform,namely the battles,conflicts,and integration of the SOEs and the private sector.
